Inspired from true events, the film takes place at a military unit camp, where soldiers are building the city of Darkhan, Mongolia between 1960 and 1970. Throughout the film an extreme respect to orders is placed above human rights, causing conflicts between families, as well as the friendship of young men in a time of political change. The soldiers complete their obligatory three-year service in the military and are ready to return home, but tensions rise as high authorities issue an order to extend their service by another year. An inevitable rebellion takes places, and the military is only left with one option...
