In a quiet provincial town, two policemen named Schraube and Wattner are leading a contemplative life. No work is waiting for them, so they can dangle their legs the whole day. This changes immediately, as mayor Billing has an ominous idea. To fill the empty coffers, he wants to make the village more attractive to tourists. The lake in the forest, where the two policemen meet for rest and recreation every day, shall be the center of the prospering hustle and bustle around the lake. Time is short, as the investors are already measuring the lake. If the two policemen don't want to lose their idyll, they have to take action.
