When the Mayor of Cloncatele threatens to demolish the extinctions made to his house, State decides that `there`s no justice in this country` and decides it`s time for him to get to business and become the next Mayor for Cloncatele. Helped by Venus Bibescu, old ally, and Thierry, his right hand, State puts up for a referendum in the village to get rid of Marcel Florentin Popeanga, the current Mayor and childhood friend, who refused to help him with his administrative matter. Under Venus Bibescu`s advice, State will convene the entire village at the Village Hall and will present his predecessor`s errors. State gets to be Mayor, and the former Mayor, City Counselor. The two will be permanently at war with each other.
